Job Description
1. Based on the Contract Review results define and establish over all Construction strategy, including subcontracting plan and construction procedure and develop Project Execution Plan. Coordinate Project Mobilization activities including installation of Project Management Systems.
2. Co-ordinate the development of project Baselines, including contingency plans for the project and installation for implementation during Mobilization Period in terms of:
– Construction Schedule
– Procurement Schedule
– Engineering / Shop-drawing Schedule
– Human Resource Histograms
– Budget
– Plant / Equipment
3. Take all required actions when deviations are occurring from planned targets.
4. Overall, supervision and follow-up on Project Mobilization activities, ensuring that all planned activities are completed as per Mobilization schedule.
5. Monitor and control the requirements of Project Conditions of Contract, including Subcontractors. Take necessary actions where deviations are place in coordination with Operation Manager.
6. Liaison with Client / Consultant to resolve project issues raised during progress meetings, and follow-up to ensure that items of minutes of meeting are acted upon and closed as agreed.
7. Follow-up and ensure effective communication between the Company, client / consultant, and subcontractors, and suppliers in terms of flow of information.
8. Review and follow-up on Engineering Design Changes / variations and analyze the impact of such changes in terms of Cost, Time, and Quality, in coordination with Chartered Quantity Surveyor and ensure claims are submitted on time. Approval or ratification of subcontractor’s variation orders.
9. Project Contract administration, Defining and handling Contractual related issues with Client / Consultant. Reviewing and counter-checking all correspondences addressed to Client / Consultant for contractual implication.
10. Act and provide support to the Project Manager to overcome site problems, obstacles, progress delays, and planning for contingencies.
11. Hold site progress meetings to review weekly cost and productivity reports, and direct the respective Project Managers to take necessary corrective action in order to maintain the project scheduled baselines.
12. Co-ordination and provision of required resources and their allocation / distribution to different Project Sites. Monitoring and controlling the effective utilization of such resources, and ensuring the necessary administration procedures are adhered to by Project Staff.
13. Formulation of Subcontracting strategies and policies in conjunction with Procurement, Technical & Commercial Director and Project Manager. Review subcontract agreements and Chair Subcontractors Kick-off meeting, to ensure proper planning, monitoring, co-ordination, and control of sub-contractors on site, take necessary actions during the course of work when subcontractors are deviating form contractual requirements.
14. Review and verify payment Certificates including Sub-contractors, prior to submission for payment.
15. Review of Suppliers / Subcontractors prequalification assessment and approve prior to entering on the Company’s Approved suppliers / subcontractors list.
16. Review Monthly Progress reports prior to submission to the Client.
Job Specification:
The candidate shall have a degree in Civil Engineering from an English based reputable University, with profound construction experience, within the contracting industry, in a similar position with a large organization or more senior position with smaller organizations. Having Knowledge of ISO 9000 systems and with excellent presentation & communication skills are preferred.
